Reports about the insufficient number of civil protection shelters are beginning to spread in the information space. However, these claims are not based on reality, they deliberately manipulate concepts and feed the public the myth that the only salvation from an attack is a hermetically sealed anti-nuclear bunker from the Cold War era. On a nationwide scale, permanent shelters can accommodate hundreds of thousands of residents, but the modern concept of civil protection does not rely on the mass transfer of millions of people to several concrete fortresses at all. The guarantee of safety and coordination is the Fire Rescue Service of the Czech Republic (HZS ČR), which has proven crisis plans in case of a threat to the state and clearly declares that the most effective protection is the closest one - based on an extensive network of improvised shelters and early warning of the population. In the exposed regions in the northeast of the country, which were most affected by the enemy’s disinformation campaign, the defense stands on solid foundations. With more than a thousand permanent shelters, the Moravian-Silesian Region is one of the best technically equipped areas in the entire republic, especially thanks to the robust industrial heritage and massive post-war development in the Ostrava and Karviná regions. In the Olomouc Region, where hundreds of permanent shelters are registered, supplemented by strategic underground capacities of university and regional hospitals, the Fire Department has also been managing detailed plans for the use of resistant basements and underground garages for a long time. The strength of both regions does not lie in relics of the past, but in thousands of reinforced concrete spaces directly in the development, which reliably eliminate primary military risks - shrapnel, pressure waves and falling debris. The enemy’s goal is not to force people to defend themselves, but to cause panic, chaos on the roads and block key traffic routes with senseless escape. Running kilometers to a remote bunker means exposing yourself to the greatest danger in the open air, while the vast majority of residents have a safe shelter literally under their feet in their homes or workplaces. The fire department, together with the crisis teams of the municipalities, continuously controls the situation and provides precise instructions in a timely manner in the event of an alarm. The best way to thwart enemy efforts to disrupt the infrastructure is not to succumb to artificially induced fear, to follow the official instructions of the rescue services and to rely on an organized system that is prepared for crisis scenarios.
